Hi Ian,
In addition to having the instance started up automatically when the system is booted or shutdown you can also start the instance manually from SQL*DBA or, if you are running 7.3 or later SVRMGRL. Just fire up and when you get the prompt issue a connect and then a startup or a shutdown. When using the utilities you should be able to "bounce" the database in under a minute.
