With Oracle Webserver 2.0(2.1 = I'm not sure now) on NT I had the same problem. (try to use the sample - COOKIE-program in the docu - to see if your code is o.k)
My Support tell me, that it is a BUG - now I use Webserver 3.0 - and COOKIEs works Received on Wed Feb 04 1998 - 00:00:00 CST
