OWS: Java Catridge

Hi,
I have been trying to use the pl2java utility, the only error i get is

ORACLE_HOME not set or incorrect..

I have already set ORACLE_HOME and I am not sure whether this is right or wrong. I have the OWS and Oracle database running on different machines. So I am not sure about the ORACLE_HOME variable. Does anyone have a similar setup and if so would you help me with the ORACLE_HOME variable.

Does anyone think that ORACLE_HOME is the one which is creating the problem or something else.

ORAWEB_HOME=/work/users/oraweb/ows21
ORACLE_HOME=/work/oracle/app/oracle/product/7.3.2

Any help would be appreciated.
