70% of Oracle performance is a function of SQL.  Also, 800000 rows is fine but
how many columns ?  Also, what type of appplication is accessing these rows... 
OLTP, DSS, Data warehouse ?  They all have their respective tuning and hardware
needs.    More information is needed to adequately consider your question.
