It seems to be part of ODBC driver software for Oracle according to version stamp of the DLL file (copyright by Microsoft).
The only API function seems to be ConfigDSN - this is probably called by the ODBC Driver Manager when you attempt to create/update an Oracle ODBC alias.
This DLL in turns uses the VSORAC32.DLL which is a Visigenic ODBC driver for Oracle.
