You can get the drivers for free from the free software link on the Oracle home page. However, I was told in great technical detail why the thin driver will not work with personal Oracle. In short, the reason is because there is no TNS Listener like there is with the Workgroup Server and the thin driver talks to TNS. The thick (OCI driver) talks some other way.
