Generating a plx file

I couldn't succeed to generate a pll file to have plx. Under forms 4.5, the menu item 'generate'
is not accessible and the command

  c:\orawin95\bin\f45gen32.exe module=lib_aff.pll userid=uref/uref batch=yes compile_all=yes

gives me an error message

        FRM-10056: The wrong module type is stored in the file.

What should I do ?
