Database backup

I just took over administering an ORACLE 7.1 database on a UNIX system. They do full database backups several times a week. AS part of this, they backup the entire ORACLE filesystem each time along with the database. I didnt think this was necessary, thought just the init files and control files needed to be backed up with the db.
 If I can omit the ORACLE filesystem , I can shuffle some other things around and reduce the downtime for backups. Is it necessary to backup the ORAClE filesystem every time? or periodically and after upgrades?
