I would recommend using the Oracle Web App Server and the Oracle development tools such as Developer 2000. If this is going to be an in-house application, you might want to check into using Oracle PowerBrowser for the special 'hooks' it provides. A good place to start reading would be a book called 'Oracle Databases on the Web'. (I don't recall the author.)
