One thing I've experienced is that a version mismatch of SQL*Net on the
clients
and on the server was a problem.
With the server running version 2.3 (RDBMS v 7.3.2.3) and the clients
running
version 2.1, connections was really slow (15 - 20 secs). After upgrading
the
clients connections were fast (1-2 secs).
Hope this helps.
