Personal Oracle7: Creating new databases

I am new to Personal Oracle7, and am trying to create a new database through PO7.

I am finding the Navigator somewhat confusing, in that there is a Local Database, and a Projects folder, both of which I can create a Database object in.

This somewhat conflicts with the normal case where the user creates a database, then the objects (tables, rules, etc.) that comprise the database.

Any help, or ideas are welcome.
