CONNECT INTERNAL Security Issues

Does anyone have detailed information on connecting "INTERNAL" and the security ramifications of this. How does the ORAPWD exe work (with native OS security) and how could it be used to compromise the security of Oracle. It seems to me that this is a security threat, one I haven't been able to get a full grasp on.
