Mark,
  What platform are you running this? Win 3 or Windows95? If 95 you may be trying to access a 32bit database from a 16bit version of Developer/2000. Here is a posting along this lines:

You also need the new Required Support Files (RSF) for 7.2. I was able to run the SETUP.EXE on my Personal Oracle7 install CD and it identified the RSF installed in the ORAWIN directory and allowed me to install the 7.2 RSF. This in turn allows 16 bit applications to access a 32 bit Oracle7 Win95 database.

I initially installed the 16 bit application in the same directory as the 32 bit database. This did not work. I ended reinstalling removing the 16 bit applications and 32 bit database and then installing the 16 applications in the ORAWIN default directory and the 32 database in the ORAWIN95 directory. This in conjunction with the updated RSF files worked.
