Forms 3 is only character based. There is no GUI in Forms 3.0. You can run a Forms 3 form in a GUI environment, but it is still a character based form. for example there is Runform for Windows which allows you to run Forms 3 in Windows 3.1.
Oracle 7.3 and higher versions do not support SQL*Net V1. Some Forms 3 platforms can connect to Oracle 7.3 and some cannot. I know that Forms 3 running in MS-DOS cannot. Call support for your specific form's platform.
