I'm having the same problem at work, because the 16 bit version on our old Win 3.11 Designer/2000 1.2 CD Rom turned out to be faulty. I think was SQL Net version 2.1.x. From my experience, I suggest you make sure you get a later version, preferably 2.3.x.
