ORA-1019 Cannot attach to oracle7

OS is Windows95, Personal Oracle 7.3.

Since the harddisk crashed and was replaced, a backup was restored to new disk but the following message occurs whenever I attempt to start the database.

ORA-1019 Cannot attach to oracle7.

I can find no meaningful info in any doc I have.

Anyone have any ideas???
