This may actually be occurring because of your display settings. Make sure your system is set up to display in at least high color mode for the best results.

BTW, you might want to take a look at the new version Paint Shop Pro 4.12 for Windows 95/NT4. You can download an 30-day evaluation version of it from http://www.jasc.com.
