Installer: Allocation of LMS state handle failed

On oracle Win95 while trying to install the client side of workgroup server,

Message "OS Failure: Allocation of LMS state handle failed!"

This happens on multiple win95 machines and the installer doesn't even get as far as
displaying anything beyond a quick peek at the splash screen. Seems to install ok
on win 3.11 machine here. This has got to be something simple..
