I'm not sure that the Column NUM_ROWS of the ALL_TABLES view is always up to date. Read your documentation.

If not, you will have to do the command (for each table you want know informations) :

 ANALYSE TABLE xxx COMPUTE STATISTICS;

to have this column and others up-to-date.

Be careful of the time it will take (for very big table) !
