I think you should check you registry entry HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE
The NLS_LANG Parameter is probably set to GERMAN_GERMANY.WE8ISO8859P1 You should set it to AMERICAN_AMERICA.WE8ISP8859P1 The ORACLE Enterprise Manager of Version 7.3 under Windows NT does not work with the German NLS_LANG Parameter. The Problem is solved under 7.3.2.2.0.
