Oracle currently has win32 based tools (Oracle's Enterprise Manager) that comes free with their 7.3 release. A lot more usefull tools are theirs PowerPack (but it's fairly expensive).

We have also a win32 tool that integrates with Enterprise Manager: TunaSQL, that can help you pinpoint poor performing SQL and optimize it. You can look at info on it in our web page (with links to Oracle's OEM).
