Modification date

Is there a simple way to see the date and time data was modified in a table?
I'd also like to see the user who did the modification. I need to do this after the fact, meaning I haven't put anything in place, yet, and the modification has already taken place. Received on Wed Apr 09 1997 - 00:00:00 CDT
