Dec Alpha OSF V7.3.2 Install of SQL*NET V2

Hi chaps,
on installing V7.3.2 for Dec Alpha UNIX 4.0B I find that the Listener for IPC connections will not start up. (Connections from TCP/IP are fine).

I get the following errors

TNS-12546 TNS permission denied
TNS -12560 : TNS : protocol adapter error

      TNS- 00516 : permission denied
         DEC OSF/1  AXP Error 13 : permission denied

It looks like I have a permissions problem on some operating system file or catalogue. Or the o/s was not fully installed.

My listener.ora file is a copy of a well tried and tested version from another system as is the tnsnames.ora file.

I have checked /tmp/.oracle and /var/tmp but all looks fine.

Any clues as to where i should be looking?
