NT Oracle Server can't "hear" Win95 Client

When I run TNSPING I get the following error: TNS-12541: TNS:no listener.

Can someone tell me what this means and how to fix it? When I check services on our NT server it says a listener is started and a server instance is also started.

What I'm trying to do is simply get an Oracle client on my Win95 work station to load and "talk to" an Oracle server running on NT. Oracle documentation and tech support can't seem to help. Can anyone here?
