I had a problem connecting to a 7.1.3.x.x Oracle Workgroup Server running on NetWare 4.1 from Win 95 also. What I did to resolve it was to apply the latest version of the Client32 and make sure that the NetWare server had all of the patches. The one that Oracle said was the problem was the STRTLx (can't remember which) patch.
