You should try verifying your SQL*Net configuration files. This message ocurr when SQL*Net cannot solve/find the specified server/database on the tnsnames.ora file across your network.
BTW, go and look all your configuration files for SQL*Net and the listener, both on client and server side.
Just keep in mind it seems that Windows NT open a client session even when you're connecting to Oracle at the server console (at least it was said so to me by another DBA).
