HELP!! Problem with Registering

I have run into problems using VB 4.0 (16-bit) Setup Wizard and WIN95 where I get the following error: "Error # 367: Could not register (or load) Crystl16.ocx". I know some other programmers that have had the same problem with other OCX's (16 and 32 bit environments) when installing their apps. Since I am trying to install a 16-bit application, I tried to just copy the file over the other computer. It still gave me the same error. One thing further, when I install this on Win 3.1, everything installs fine.

What should I be looking for when trouble-shooting this? Can anyone help me? I suppose I could manually register this, but of course, this defeats the purpose of Setup Wizard.
