ORACLE instance locking up after running ACCESS 2.0 application

Hello,
We have a ACCESS 2.0 application that uses ORACLE 7.2 backend. The application has about 12 attached tables and uses all of them by the time it completes a "transaction". (ORACLE database is not updated with this application). When this application runs we can not use ODBC from any client machine (including the current one) on this ORACLE instance. Sometimes even after we close the application , we have to take the ORACLE listener down and bring it back up to service any more ODBC connections. The listener doe permit access to other ORACLE instances on the same server.
We are using NT 3.51 , SQL net 2.2 , OBDC driver (the latest availble from ORACLE and intersolv have been tried) , ACCESS 2.0. Any advice to resolve this is greatly appreciated.
