PDE-PER001 Forms 4.5 error

I get this error message at strange times (like when compiling from the PL/SQL editor directly, or if I use help in the editor before I use it from the main window). It shows up in a window labeled forms and says:

PDE-PER001 internal error (deplu3).

Anyone run into this strangeness yet? and if so, did you have any luck fingering it out!??

p.s. in case you missed the subject line this is using Forms 4.5, windows 95!
