PROBLEMS: ORACLE 7.3.2 and Win NT 4.0

Has anyone experience with Oracle 7.3.2, in detail:

Oracle7 Workgroup Server Release 7.3.2.2.1 - Production Release PL/SQL Release 2.3.2.2.0 - Production
CORE Version 3.5.2.0.0 - Production
TNS for 32-bit Windows: Version 2.3.2.1.0 - Production NLSRTL Version 3.2.2.0.0 - Production

running on a Windows NT 4.0 with client on Windows 95? I have got a german installation, therefore I will give both the german error message and a free translation. I hope, I will be near to the real error message in english.

My opinion is, that Installation is very complex and not good enough documented in the

In the past I used Oracle WorkgroupServer 7.1 running at Windows NT 3.51. I HAVE NO EXPERIENCE WITH NEW FEATURES LIKE OEM, ... After Installation, I can connect to the database via tnsping or via SQL*PLUS33W. But I can not activate Svrmgr23 from client. I get an error message

ORA-03121: Kein Schnittstellentreiber angeschlossen - Funktion nicht

               ausgefuehrt
               (no interface driver connected - function not executed.

Althoug, I can not shutdown the database using OEM. Each account has to few priviledges.
Only using Svrmgr23 directly from server works. How can I grant SYSDBA or SYSMAN roles to users to shutdown from client? When I try using the system account and I write

GRANT SYSDBA TO PRIV_USER IDENTIFIED BY <password> I get the message
ORA-01031: Unzureichende Berechtigung

                        (insufficiant priviledges)

Using the internal account I get the message ORA-01994: Grant fehlgeschlagen: kann Benutzer nicht in allgemeine

             Kennwortdatei aufnehmen
             (Grant failed: I can not add user to the common password file)

All help and tips would be helpful. What I think, I need most, is a good idea for an approach to Oracle 7.3 on Windows NT 4.0 (perhaps including some ideas for the actual problems)

I think, I am not the only one who has difficulties. Unfortunately I will be offline in the news groups until 7th January. I fear, that the answers could be out of range when I am back.
