Q: SQL*Net 2 funny happennings

I start 'lsnrctl' then type start. I get the error you see beloe then I type start again, and it kicks in. Why? Sometimes I have to type start 3 or 4 times. Also, SQL*Net 2 seems to drop at times. MY tnsnames,ora is fine; it looks just like the ones on my other servers, and they don't have problems. I know this is going to be a toughie...
