You may be referring to the Oracle Webserver. Its not exactly an "interface kit", but rather an HTTP server with hooks into allow direct connection to O7 databases through a PL/SQL programming interface. Webserver 2.1 (beta) is at www.oracle.com (the download option is directly on the home page).
