Not downsizing, just got bigger, better servers so we're consolidating, simplifying, saving money, whatever the execs are calling it these days. Turns out I had calculated the memory requirements correctly, but the SEs did not configure the swap correctly. Glad it wasn't me this time. :-)

Checking sga+pga suggestion was very helpful. Thanks everyone.
