Just a quick 2 cents
Confio can monitor and correlate ESX, VM and Oracle stats, see http://www.kylehailey.com/confio-ignite/ Also in the comments on that blog post it's mentioned that Blue Medora has a plugin for Oracle EM that does some similar monitoring. Without access to such tools, I'd personally want access to the ESX shell and access to esxtop to see that is happening on the ESX box and to the VMs running there.
"CPU Ready" apparently is the go to stat that will show how much CPU starvation the VMs are suffering.
Also allocating too many cores AFAIK can be a bad thing. Ideally one wants to allocate just the right amount of cores to the VMs. - Kyle
