I bet you could write a shell script to do it.  Check status, see if it
is mounted and in physical standby, and if not put it in phys standby.
Maybe use a calout script for it?  It would be an interesting little
task.  But as others have noted, dataguard broker will do this for you
without issue, and is really the preferred way to do it.
