Very recently I have configured physical standby database for over 40 RAC
databases. In fact,  I have opened a SR just yesterday about the subject
and I am yet to get the reply from the Oracle support. Have you thought
writing a trigger (on database startup)?
Will let you know if I come across of any solution/workaround on this.
