Go to google.com
Create an account (or sign in if you have one).
Go to your account page.
Scroll down, at the bottom beneath "Account Management" there's a link to "Search settings" - click it. (It's strangely only visible on the first entry to your account!)
Scroll down. "Blocking unwanted sites".
Click the link.
