Oracle on Windows server memory configuration

In the platform guide for Oracle 11.2 on windows 64-bit, it states to set the server to be an application server "You can reset the Windows Server memory model from the default file and print server, with its large file cache, to a network applications model, with a reduced file cache and more physical memory available for Oracle Database.". Our networking folks are asking where in windows 2003 64-bit is this configured or is this just a 32-bit setting?
