I've used Inkscape for a few things and it's growing on me. It's just a vector graphic editor, but I think it's decent for technical diagrams. There are a lot of free/open vector graphics on the web which you can build with (e.g. It's not a diagram, but I used Inkscape and to create the RAC Attack logo.
