You need to install 11.2.0.2 first if you want the latest patch set, then 11.2.0.2.1 if you want the latest PSU.  The patch sets are full installs as of 11.2.0.2, but PSUs (patch set updates) are not full installs - they are just small quarterly updates similar to a CPU, but inclusive of additional "high priority, low risk" bug fixes in addition to the CPU security updates.
