connect / as sysdba - What am I missing?

Hello,

I'm trying to get

Sqlplus /nolog
Connect / as sysdba <-- has to be like this, script does not work otherwise

To work on a Windows 2003 server, but keep on getting an ORA-01031 - Insufficient privileges error.

I've followed 3 different notes on metalink, looked all over the web and still can't get it working.

Here are the stats....

Windows 2003 SP3, 64-bit
Oracle 10.2.0.3 Enterprise
2 DB's on the server using a shared listener Does not work for BOTH DB's on the server Rebuild password file
REMOTE_LOGIN_PASSWORDFILE=EXCLUSIVE SQLNET.ora file (tried commeting out sqlnet.auth..., also tried with NTS)

# Generated by Oracle configuration tools.

NAMES.DEFAULT_DOMAIN = fpl.com

SQLNET.AUTHENTICATION_SERVICES=(NONE) NAMES.DIRECTORY_PATH=(TNSNAMES,LDAP) I can't figure this out for the life of me. If anyone has any ideas on what I'm doing wrong or some hints in the right direction, I'd be much appreciative!
