How about the DBMS_LOB.Compare function?

I have a developer request to compare CLOB fields over a dblink. We looked at dbms_utility.get_hash_value but that only works for varchar data types. We then looked at dbms_crypto.hash, which has potential. My concern with this is granting dbms_crypto to a developer as a security issue.
Anyone have an experience or advice on comparing clobs over a dblink or the dbms_crypto package?
