Check the code of the apxconf.sql script mentioned: you'll see how to change the port for Apex.

        I've configured Apex to run on port 8080.          

        I notice that the 11g TNSLSNR uses the 8080 port for webtraffic it seems for 11g?          

        How do I restart the Web services running on 8080? I don't have an Apache directory under my 11g installation directory.          

        It seems that I really do not understand the architecture of 11g with regard to the HTTP functionality. I have no apache services listed
(I'm using Windows).
         

        I'm using the PL/SQL gateway functionality of 11g for this.
