This forces you to shutdown the database if you have a connection open or hard kill it from the OS. I just talked to Oracle Support and they state that if you are not careful you can cause your db to 'hang' and people cannot log in if you query the x$ tables. This forces you to shutdown the database if you have a connection open or hard kill it from the OS.
