Ah, it all comes back in a rush now. About 7 years ago ... a special edition of the Oracle software ... but because the market for it was so small Oracle did not devote a lot of resources to certifying this software. So we were stuck with a database that was two versions out of date.

We also had to encrypt the packets that SQLNet was sending to and fro.  Not just the contents but the entire packet so that the header IP address was encrypted as well.

Fun days ...
