I think you have to drop the old em repository (if you are using local dbconsole) and then reinstall OEM. But, I'd need to know your exact 10g configuration (cluster or not, asm or not) to help.

I have posted a few comments here about 10g OEM and I've got more current ideas, too. If you search here you will find a couple messages that you can try.
