I'd be strongly tempted to remove the listener service - there are tools in the windows resource kit to do this, and then recreate it by typing lsnrctl start at a command prompt.

My best guess from the errors that you have reported is that the listener service setup is futzed in someway. My suggestion will test that hypothesis.
