In that case can't you get an outage for the duration of the changes being applied? A pretty fundemental part of every change management system/protocol I've ever worked under is that changes do not happen whilst the system is in use for business processes and no users are allowed to mess about with the system whilst changes are in progress.

If management won't OK the outages then email them to point out that if you don't have outages to apply changes they risk making bad decisions due to inaccurate/incomplete information. If they still refuse (make sure they do so by email) then, diplomatically, forward your concerns and their refusal to the senior management (ideally the ones with big stock holdings in the company).
