Jay,

I used,  a while ago, the metalink note (226880.1 : Configuration of 
Load Balancing and Transparent Application Failover) for my 9i RAC TAF 
testing. I think it can be used for 10g as well, or at least it should 
give you a pretty good idea how it needs to be tested.

I see another note (213412.1 : How to Implement Connect Failover Using 
JDBC Thin), which may be useful.
