 It was just a reminder to the installer.  A quick look at the literature and install manuals and you think that you create the disk space and Oracle handles the rest. Thanks,

Unless I misunderstand you, I don't think that's a bug. That's how raw
works.

You always want archived logs on a filesystem. The archiver expects to
write the sequence of archived logs to the same directory. Not sure how
you could do anything else but put archived logs on a filesystem.
